Merge the Agent Foundry changes from 457795c to c46008c.

AGENTS.md gains the rule that regression tests name the behavior they
guard, and that agents search the suite for a behavior and extend its
test before adding one. The write-plan skill now tells design tests
from regression tests and settles the design tests before review and
again before a push or merge. The change-reviewer brief counts a test
that duplicates another's behavior as duplication.

A prettier-ignore marker now precedes the Project and Commands field
lists in AGENTS.md and the Record list in foundry-upgrade, so Prettier
leaves the one-line fields the validator reads as written. The
foundry-upgrade skill also keeps the source's .prettierrc out of a
repository that configures Prettier its own way.

The repository keeps its Project and Commands values, and leaves out
the source-only Template state field and, under Memory support none,
Memory scopes. No migration applies.
