Bring in the source's split of the forge skill: SKILL.md keeps the
steps that hold for both CLIs, and gh.md and fj.md beside it hold each
CLI's commands for checking, creating, and reading dependency-bot
findings. The repository's forge skill matched the adopted version, so
the three-way merge took the source's change cleanly. The other source
commit since c46008c touches only the source's tests.
