Why

Agent Foundry moved from cf8e864 to 33160c4, and azkaban adopts its
policy, skills, and subagents through the foundry-upgrade skill.

What changed

AGENTS.md now scales process along one ladder: brainstorm, write-plan,
or a card for a single task. It adds an install rule that asks before
fetching anything the Setup, Test, and Verify commands do not, and it
gives each behavior at most one test per level. The write-plan skill
gains goals, Needs, Proves/Keeps/Runs acceptance, and gate tasks for
slow tests. It also hands subagent tasks to the new implementer-low,
-medium, and -high agents, added for Claude Code, Codex, and
OpenCode with a shared brief. brainstorm, diagnose, forge, and
change-reviewer follow the new rules, and the Codex reviewers now run
with web search turned off.

The three-way merges were clean except for AGENTS.md. There the
source's umbrella Members section stays out, since azkaban is not an
umbrella, and the Project memory section and memory-curator adapter
stay removed under Memory support: none. No migration applied.

Verification

  • Source validator at 33160c4 against the branch: statically valid.
  • make lint && .agents/hooks/shellcheck.sh repo && make test: lint
    clean, shell check 35 files clean, 305 tests with 0 failures.
  • prettier --check on the changed Markdown: clean.
  • Not run: the Codex and OpenCode implementer adapters in a real client.
