Why

The repository's agent policy was adopted from Agent Foundry at
33160c4, and the source has moved on 185 commits to efb8e11. This
upgrade takes those changes in, using the foundry-upgrade skill and
the source's UPGRADING.md.

What changed

  • The agent policy matches Agent Foundry efb8e11. Work now goes through
    workflow skills (implement-feature, fix-bug, refactor-code,
    document-feature, review-pr) that share the run-change chain
    and a single work file in .plans/. deliver and fold-branch
    handle the end of the work.
  • document-reviewer replaces docs-auditor, and a new
    security-reviewer runs beside change-reviewer through
    run-reviews, for Claude Code, Codex, and OpenCode.
  • AGENTS.md has the new layout. The old Project and Commands fields
    are now the Architecture section and the Set-up, Test, and Quality
    gates subsections, with unchanged values. The new every-commit check
    is make lint && make test, and make smoke-images stays outside
    Verify. Memory support is removed, as the source no longer ships it.
  • docs/development.md links to the new section.

Breaking for anyone using the old names: docs-auditor is now
document-reviewer, and brainstorm and write-plan now only write
the work file.

How to verify

  • Run make lint && .agents/hooks/shellcheck.sh repo && make test:
    all of it passes, 324 tests with no failures.
  • Run the source's scripts/verify-agent-config.sh against the
    checkout: it reports "agent configuration statically valid".
  • Not run: make smoke-images, which needs real rootless Podman.

Considerations

Apart from AGENTS.md, the foundry-upgrade Record, and the
docs/development.md link, every file matches the source exactly.

Merge the Agent Foundry source from 33160c4 to efb8e11 three ways.
The repository's own changes were limited to its project fields, so
every policy file takes the source's version: workflow and action
skills with their links, the work-file templates, the
document-reviewer and security-reviewer subagents in place of
docs-auditor, and the rewritten AGENTS.md.

AGENTS.md moves the old Project and Commands fields into the new
Architecture section and the Set-up, Test, and Quality gates
subsections, with the smoke-images note beside Verify. The user
approved `make lint && make test` as the new every-commit command.
