The Makefile carried 22 targets, but only setup, check, test and verify
are ones a person runs; the per-gate targets only fed check and repeated
the reasons each gate script's header already gives.

setup now always rebuilds from scratch, absorbing clean; test runs the
tag propagation gate after molecule, since both need podman; check runs
lint, the syntax check and every gate script from the PY_GATES and
SH_GATES lists. A single gate runs as its script. Docs name gates by
script from now on.
