Adopt Agent Foundry d9a687b with Memory support none. AGENTS.md now
holds the shared agent policy plus this site's identity, commands, and
the rules and gotchas formerly in CLAUDE.md, which goes so Claude Code
reads AGENTS.md natively. The four skills, their .claude/skills links,
and the change-reviewer adapters come verbatim; the foundry-upgrade
skill records the source and the adopted commit.

.claude/settings.json keeps its permissions and gains the foundry's
telemetry and skill overrides. .gitignore gains the worktree, plan,
local-instruction, and secret entries, and .dockerignore keeps agent
files and worktrees out of the image build context. The MIT notice
lives in LICENSE.agent-foundry, since COPYING is the verbatim AGPL
text.
