The note said make build always runs on the host because azkaban's
images carry no Ruby. A local layer that installs the Ruby pinned in
.ruby-version and the gems in Gemfile.lock lets the Verify step run
inside the jail as well, so the note now names that condition and
keeps the host as the fallback.
